Qualifications

April 1974 – Attained the Eastern Caribbean Civil Aviation Authority (ECCAA) Aircraft Maintenance Engineers License #97
Received Initial training on aircraft operated by LIAT between 1969 to present and held Type Licences and later, Company Approvals on each aircraft type.

Expertise and Professional Experience

1994 to February 2017 – Served as Quality Manager at LIAT (1974) Ltd and Acted in the position of Safety Manager from January 2017 to July 2018, reporting directly to the Chief Executive Officer.

Responsible for functions within the Quality Department including the Quality Audit Programme which would ensure continued compliance with Airworthiness Regulations and Company Procedures and conformity with IOSA (IATA Operational Safety Audit) recommended practices.

Responsible for liaison with the Eastern Caribbean Airworthiness Authority (ECCAA) on all matters pertaining to airworthiness. Had full access to all areas of the Company and the authority of the Accountable Manager to require corrective or preventive action in any department whose responsibilities impact on the safe, secure and efficient conduct of the Company’s Operations.

Responsible for maintaining communication on airworthiness and safety matters with aircraft, engine and equipment manufacturers and was responsible for ensuring that such companies met the LIAT’s requirements and Airworthiness Authority’s regulations.

Responsible for all maintenance and operational documentation prior to submission for approval by the ECCAA.

Responsible for inspection of new and leased aircraft when either being inducted into or withdrawn from the airline’s fleet.

Responsible for granting approvals to all certifying staff.

Served on the Bombardier Structures Working Group during the development of Dash-8-400 Maintenance Programme.

Responsible for reviewing ensuring that all the required standards of quality were achieved for all work and that maintenance was carried out in accordance with the requirements of the Eastern Caribbean Civil Aviation Authorities, the aircraft Manufacturers and the Company’s procedures

Responsible for investigating aircraft accidents, incidents and occurrences and compiling Mandatory Occurrence Reports as requested by airworthiness authorities.
